1. Policy Name

Mental Health and Psychological Support Services Policy

2. Vision

To promote a healthy, supportive, and inclusive learning environment where all pharmacy students have access to appropriate mental health and psychological support that contributes to their well-being, academic success, and professional development.

3. Mission

The Mental Health Services Office of the College of Pharmacy is committed to providing accessible, confidential, respectful, and non-discriminatory mental health and psychological support services for students.

The Office shall provide counseling, psychological support, mental health awareness, early identification of concerns, referral services, and preventive programs in accordance with Hawler Medical University regulations and applicable professional and ethical standards.

4. Objectives

The main objectives of the Mental Health Services are to:

1. Provide accessible mental health and psychological support to pharmacy students experiencing emotional, psychological, academic, or personal difficulties.
2. Promote mental health awareness and reduce stigma related to seeking psychological support.
3. Provide confidential counseling services in a safe, respectful, and supportive environment.
4. Identify mental health concerns at an early stage and provide appropriate support or referral.
5. Support students experiencing academic stress, examination anxiety, adjustment difficulties, personal problems, or other challenges that may affect their well-being and academic performance.
6. Provide referral services to qualified psychologists, psychiatrists, physicians, or specialized healthcare services when additional assessment or treatment is required.
7. Develop mental health promotion programs, including workshops, awareness campaigns, stress-management activities, and resilience-building programs.
8. Ensure equal access to mental health services without discrimination based on gender, socioeconomic status, academic level, disability, or other personal circumstances.
9. Protect student privacy and confidentiality in accordance with university policies and professional ethical requirements.
10. Monitor and evaluate mental health services to improve their quality, accessibility, and effectiveness.

5. Mental Health Services

The College may provide or coordinate the following services:

• Individual psychological counseling.
• Academic and stress-related counseling.
• Emotional and personal support.
• Mental health awareness programs.
• Stress and anxiety management workshops.
• Examination and academic pressure support.
• Peer-support and student well-being programs.
• Referral to specialized mental health professionals.
• Crisis and urgent-support referral where appropriate.
• Mental health promotion and prevention activities.

6. Access to Services

Mental health services should be available to all eligible pharmacy students.

Students may access services through:

• Self-referral.
• Referral by academic staff.
• Referral by student affairs personnel.
• Referral by healthcare professionals.
• Referral through approved university support services.

Students should be informed clearly about available services, appointment procedures, confidentiality, and circumstances in which confidentiality may be limited for safety or legal reasons.

7. Confidentiality and Privacy

The Mental Health Services Office shall maintain the confidentiality and privacy of students seeking support.

Information obtained during counseling shall not be disclosed without the student's consent except where disclosure is required or permitted by applicable law, university policy, or where there is a serious and immediate concern regarding safety.

Records shall be securely maintained and accessed only by authorized personnel.

8. Referral and Specialized Support

When a student's needs exceed the scope of services available within the College, the Mental Health Services Office shall facilitate referral to an appropriately qualified professional or healthcare service.

Referral may be required for:

• Severe or persistent psychological difficulties.
• Conditions requiring specialized assessment or treatment.
• Medication-related assessment by an authorized healthcare professional.
• Urgent or emergency mental health concerns.
• Situations requiring multidisciplinary care.

The College's mental health service shall support referral and follow-up while respecting student confidentiality and professional boundaries.

9. Mental Health Awareness and Prevention

The College shall promote mental health through:

• Awareness campaigns.
• Mental health education sessions.
• Workshops on stress management and resilience.
• Activities promoting healthy study-life balance.
• Training for students and staff to recognize signs of psychological distress.
• Programs designed to reduce stigma and encourage early help-seeking.

10. Financial Support

Mental health services should be provided free of charge to students where possible.

Where specialized services require payment, the College may explore financial assistance or referral to affordable services through:

• Hawler Medical University resources.
• University student support programs.
• Governmental healthcare services.
• Community mental health services.
• External organizations and approved partnerships.

No student should be prevented from seeking appropriate mental health support solely because of financial difficulty, where alternative services are available.

11. Mental Health Services Committee

The College may establish a Mental Health and Student Well-being Committee to oversee implementation of this policy.

The Committee may include:

• Dean or Dean's representative.
• Mental Health Services Coordinator.
• Qualified psychologist or counselor.
• Academic staff representative.
• Student affairs representative.
• Student representative, where appropriate.
• Other relevant healthcare professionals.

12. Monitoring and Evaluation

The Mental Health Services shall periodically evaluate the effectiveness of the program using indicators such as:

• Number of students accessing counseling services.
• Student satisfaction with services.
• Number of awareness activities conducted.
• Participation in mental health programs.
• Number of appropriate referrals.
• Student feedback regarding accessibility and confidentiality.
• Trends in student well-being and support needs.

All monitoring shall respect student confidentiality and shall avoid unnecessary collection of personally identifiable information.

13. Expected Outcomes

The policy is expected to:

• Improve student mental health and well-being.

14. Policy Statement

The College of Pharmacy at Hawler Medical University is committed to promoting the mental health and well-being of its students by providing accessible, confidential, respectful, and non-discriminatory mental health and psychological support services. The Mental Health Services Office shall provide counseling, mental health education, preventive activities, early identification, and appropriate referral to specialized services when required. All services shall respect student dignity, privacy, confidentiality, and autonomy and shall be provided in accordance with university regulations and applicable professional and ethical standards.
